Strengthening public service capacity remains central to our commitment to building responsive institutions that deliver results for wananchi. I was pleased to preside over the opening of the ICT Policy development and Public Sector Reforms, Policies and Frameworks Monitoring & Evaluation Preparatory retreats involving officers from the State Department for Cabinet Affairs (SDCA) at the Kenya School of Government, Embu Campus. The two programmes reflect our shared commitment to modernising public administration through innovation, professionalism, accountability, and continuous improvement. The ICT Policy being domesticated will mark an important milestone in advancing digital transformation within the Department. A robust ICT Policy provides a clear framework for technology adoption, strengthens cyber and data security, improves operational efficiency, enhances transparency, and supports informed decision-making through accurate and reliable data systems. Public Sector Reforms remain critical in strengthening governance systems and improving institutional performance, productivity and a culture of accountability. During the engagement, emphasis was placed on key priorities ,including: • Efficient and Effective Service Delivery – Ensuring citizens receive timely, accessible, and quality services. • Transparency and Accountability – Promoting integrity, measurable results, and prudent use of public resources. • Capacity Building and Innovation – Equipping officers with relevant skills and modern tools for a dynamic work environment. • Performance Management and Evaluation – Developing practical tools to measure progress and guide the next phase of documenting and assessing reforms. These initiatives are aligned to the Government’s Bottom-Up Economic Transformation Agenda (BETA),by enhancing service delivery, driving innovation, and creating expanded opportunities in agriculture, MSMEs, healthcare, housing, and the creative economy.
