När handlingarna väl landar hos oss entreprenörer är de ofta så fulla av fel att vi lika gärna hade kunnat bygga efter en kaffefläck på en servett. En projektering vi själva hade löst på max 1/10 av kostnaden. Det här är den dolda bluffen i svensk offentlig sektor, tim-maximering via stelbenta ramavtal. Det ritas, granskas, mötas och debiteras på löpande band utan att någon faktiskt kontrollerar om det fungerar i verkligheten. Konsultbolagen skickar juniorer som gömmer sig bakom skyhöga fakturor. Det är precis HÄR som AI kommer att slå som en slägga mot konsultbranschen, och tack gode gud för det. Att spotta ut standardspecifikationer, rita enkla markhöjder och korsreferera AMA-koder är exakt vad en tränad AI gör på tre sekunder. När offentliga beställare äntligen kan köra ritningar genom en automatisk AI-granskning innan de godkänner fakturan, då spricker bubblan. AI kommer inte bara att spara miljarder av våra skattepengar, det kommer att frigöra enorm mänsklig kapacitet. Tänk om alla dessa tusentals ingenjörer fick lägga sin tid på att lösa faktiska problem, istället för att flytta linjer i CAD och feta till fakturor? Det här är ett strukturellt och systemhotande problem som bara blivit värre med tiden. Ett skifte är välkommet och det tror jag de flesta skattebetalare håller med om. BACKGROUND ON WIND TURBINE NOISE POLLUTION INVESTIGATIONS I sent this to @VivekGRamaswamy back when he was running for president. I'm a noise control professional of over four decades, with a decade of experience at Stone & Webster in the 1980s and 1990s working in power plant and commercial engineering design in superlative multi-disciplinary teams. Few acoustic consultants have received the practical journeyman experience in engineering acoustics that I did at Stone & Webster, one of the top two architect/engineer (A/E) firms for power generation facility design and construction in the US (SWEC and Bechtel) prior to its financial collapse in the 1990s. For several years I was Silence Specialist, responsible for engineering specifications of noise and vibration controls and bid reviews on all projects worldwide. I'm a Member Emeritus of the Institute of Noise Control Engineering (INCE), which as a close colleague once noted wryly, this simply means I'm older than dirt. I'm closer to the end of my acoustics career than the beginning. Very few people have the experience and planning knowledge I gained in my career in noise and vibration control. You might consider me a citizen with a unique talent stack and powerful professional experience, not beholden to anyone. I wanted to pass on some of that to you in this message today. Since 2009, when I first learned of a class-action lawsuit about wind turbine noise pollution in Mars Hill, Maine, I have witnessed an astonishing rate of proliferation of pervasive, intrusive noise pollution throughout the United States from permissive regulatory permitting of large industrial wind turbines. I have provided testimony on the noise pollution impacts of numerous wind turbine projects in the last fourteen years. I have also worked under NDA on design of a very quiet 50kw wind turbine. "Anti-wind" isn't a thing in professional work. "Anti-noise" and "pro-health and welfare" are at the foundation of my professional work. From investigation and assessment, I provide this professional caution: For wind turbines, the only reliable noise control option is sufficient distance from residential land use, or if complaints, shutdown. That's it. Why is this important to understand? First, this design deficiency is unique to wind turbines, because of their tremendous height and needing to stay exposed to their "fuel" source, the wind. All other power generation has multiple noise control options. Second, for States signed onto renewable energy commitments, this noise pollution design deficiency is inconvenient. Regulators have nothing they can rely on to prevent noise pollution impacts on residential land use, children, elderly, and working people. Only distance, and in most places there isn't enough distance- there are homes everywhere in rural America. What can a state do if turbines are placed to close to homes (after reviewing and approving faulty models and dismissive testimony) and neighbors are impacted with sleep deprivation and issue appeals to stop the noise? What we have seen is this: Regulatory agencies are now neutered in the US. States, facing lawsuits from infinitely funded legal firms retained by wind operators, do not order shutdown (noise control) to relieve neighbor appeals to stop the noise. States do nothing. Example, Antrim, NH, 2021 and 2022, professional calibrated noise reports documenting neighbor complaints were met with silence from state regulators. Then under pressure to provide relief, the state regulators used "rulemaking" to change the meaning of the state regulation from its original intention during regulation language development, to allow long term averaging, which drops the measured noise level under the allowable limit, giving relief to state regulators. The state continues to allow noise health harm to this day. Noise isn't necessarily something most people think about. The US is way behind in noise control planning. Under business lobbying pressure (do this or we won't give you money), Congress defunded the Office of Noise Abatement and Control in 1981. But noise pollution is a serious environmental contaminant, second worldwide only to air pollution in lifeyears lost. Most people don't think about power generation noise pollution. Power generation that is dense affects only small areas. If you live next to a power plant, it might bother your family, or it might not if the plant works to be good acoustic neighbors. But contrary to prevailing public belief that wind turbines are silent, wind turbines are not only noisy, especially at night due to high wind shear exceeding design specs, wind turbines are also scattered onto very large land areas. Sixty acres per megawatt is a typical wind industry land use metric. For the same nameplate rating, wind turbines need 100x the land area that a fission plant does. Factor in capacity factor (a fair amount of the time, wind turbines don't turn), and wind turbines need some 300x the land area. This means that as wind promoters get more and more large industrial turbines installed all over the US, more and more people are being impacted with sleep deprivation. And most people don't even know it's happening, until it happens to their family. For noise control planning, nuclear (fission steam) is the quietest, least impacting technology. How do we know? We measured dozens of plants of various types over hundreds of manhours. Nuclear is dense, compact, and has noise controls for cooling systems. Compared to offshore wind development and operations, nuclear has no noise impact on the already noise-burdened oceans, and no noise impact on critically endangered whales and other species. All of this is provide background knowledge to you for long term power generation noise planning. I think you'll find that if you are talking to someone who is dismissive of or indifferent to noise pollution impacts, they are not reliable or trustworthy for other things. It's a strong tell. From a noise pollution standpoint, wind turbines proliferating across the US with no regulatory management are looking like a bad deal for everybody. Neighbor complaints with no relief. States caught between "clean" mandates and no noise control options but shutdown. Operators getting bad advice and then retaining legal firms to threaten neighbors and state to avoid shutdown. By comparison, gas turbine steam power (and heat) generation has numerous methods for noise control, and limits noise pollution land use impacts by 10x compared to noisy, scattered wind turbines. Nuclear fission steam power (and heat) generation is by far the most compact and "cleanest" power. Noise pollution: 100-300x smaller land use impact. That's it. Well that's not all. Steve Ambrose and I experienced debilitating health impacts during our noise survey in 2011 in Falmouth, MA. Those included motion sickness and spacial diorientation. We wrote (doi.org/10.1177/027046761245…), "The rapid onset of adverse health effects during the study confirms that wind turbines can harm humans if placed too close to residents. During the study, investiga- tors without a preexisting sleep deprivation condition, not tied to the location nor invested in the property, experi- enced similar adverse health effects described and testified to by residents living near the wind turbines. Sound measurements acquired during the study indicate that A-weighted sound levels did not correlate to adverse health effects experienced. Adverse health effects experienced by investigators were more severe indoors where dBA levels were approximately 20 dBA lower than outdoors levels. The dBL (unweighted) and dBG (infrasonic-weighting) levels were higher and more strongly amplitude-modulated indoors compared to outdoors. The increase in amplitude modulation indoors was consistent with the stronger adverse health effects experienced indoors." Paul Schomer interviewed us for his 2015 paper (doi.org/10.1121/1.4913775), writing, "The pressure in the endolymph is a scalar; its “direction” is everywhere normal to the surface. Therefore in contrast to true inertial forces that are vectors, the acoustic pressure will always excite the same hair cells independent of the orientation of the head. So one who experiences this effect should always feel the same motions. And this is exactly what both Steve Ambrose and Rob Rand, who are both acousticians, each experienced. Rob Rand, one of the acoustical researchers on this project, the one who is sensitive to wind turbine acoustic emissions, said of his work in Falmouth, MA in April 2011: “I went outside hoping to feel better. I looked straight at a tree with my eyes, and my brain said the tree was about 20 to 30 degrees elevated and about 20 to 30 degrees to the right. Then I tried to focus on a bush looking straight at it, and again my brain said the bush was off to the right and elevated at about the same angle as before; and the same for the house. For everything I looked at, immediately my brain would say it was elevated and off to the right.” Steve Ambrose had exactly the same experience, only not the same angles." The spacial disorientation (SD) we experienced is similar to that investigated for pilots during flight (pmc.ncbi.nlm.nih.gov/article…). The investigations continue.
