Cuốn sách này đề cập đến một hiệu ứng rất thú vị đó là Hiệu ứng rắn hổ mang (Cobra Effect).
Dân ta trong thời Pháp thuộc là những người áp dụng hiệu ứng này rất thành công. Chuyện là khi Pháp xây dựng hệ thống cống rãnh ở Hà Nội thì có một vấn đề rất khó coi đó là chuột. Chính quyền mới nghĩ ra một giải pháp đó là thưởng cho những ai bắt chuột một khoản tiền thưởng để khuyến khích mọi người tham gia diệt chuột.
Nhưng khổ nỗi là nếu dân nộp số lượng lớn chuột thì chính quyền sẽ đau đầu với xác chuột nguyên con. Vậy nên họ sẽ chỉ thu đuôi chuột, coi đó là hiện vật cho việc chuột bị tiêu diệt.
Không ngờ là dân ta đã nhanh nhảu nghĩ ra nhiều biện pháp khác nhau để kiếm được nhiều tiền thưởng. Có nhà thì nuôi chuột, nhà khác thì chỉ chặt đuôi chuột thôi. Để nó sống và sinh sôi thì sẽ có thêm nhiều đuôi chuột nữa.
Chính quyền Pháp khi đó đã rất ngỡ ngàng khi số lượng đuôi chuột họ thu về khá lớn. Nhưng chuột thì vẫn chạy lông nhông ngoài đường, dưới cống.
