The inspired Scriptures, God's Word, existed long before any religious organization or council formally listed them. The Hebrew Scriptures were already recognized as authoritative centuries before the Christian era, entrusted to the Jews as "the sacred pronouncements of God" (Romans 3:2). When Jesus and his apostles were on earth, they quoted from those Scriptures as the ultimate authority, without needing any church council to validate them.
The Christian Greek Scriptures were written by the apostles and early disciples under the guidance of holy spirit, and early Christians recognized them as inspired from the very beginning—well before later councils in the fourth century. The Bible itself shows that God, through his spirit, directed the recognition of what is truly inspired (1 Corinthians 12:10; 2 Peter 1:21). No human institution created or authorized God's Word; rather, faithful ones simply acknowledged what Jehovah had already provided for our guidance.
The Scriptures stand as the supreme authority for truth, independent of any organization or tradition that came afterward.
