Social Engagement in games is effectively dead and will NEVER come back. There are two main culprits:
Discord
Moderation
Discord stole the community-building inherent to games by it's very nature and the wide adoption in the gaming sphere. Back in the day, game communities were focused on and built inside a specific game. You used to be able to meet people in game, you liked playing with them, joined up, made a clan, maybe had a small forum somewhere, but that's where your community lived.
Discord changed the paradigm: Communities are now tied to PEOPLE, not games. Streamers, friend groups, internet personalities, all built their own communities, and that's where social interaction lives. Game chat is dead because everyone has moved to Discord (except the PS5 owners who don't know how to mute their controllers). Individual discords dedicated to a single game are usually heavily moderated / controlled by the game publishers, making genuine connections tougher to make there.
Speaking of moderation, the other nail that killed social engagement is the notion that games have a moral obligation to ensure that nobody is offended while playing their game. Ai based voice and text moderation and heavy penalties has done more to kill in-game talking than any other aspect aside from Discord. I did a deep dive / expose on COD's AI voice mod tool "ToxMod" and it's horrifically Orwellian. Break it's ever changing, situation-dependent rules and you'll find yourself muted, blocked or even banned with no recourse. The risk to your account (of which people can have hundreds of dollars and thousands of hours invested) makes talking in-game extremely risky since you can't even know the rules your conversation is being judged by.
Why would a developer even waste time creating game chat anymore?
Boy, talk about being out of touch with your community DICE. You are missing the one thing that is important to us for us to be engaged. Your former devs that are now at Embark know: SOCIAL ENGAGEMENT. There is literally no social engagement in Battlefield anymore. There's nothing in the game that helps to get players to hang out and play.....
-No persistent community run servers
-No platoons
-No proximity chat
-No proper eSports tools
The only attempt is a busted Portal that no one uses because of any of the above reasons.
