Former Egyptian diplomat H.E. Hesham Youssef says, "So this applies not only to the Security Council and the United Nations, but it applies to all kinds of other organizations. But what we have seen also in the last few years is a huge decline in the ability of countries to make use of the tools that they have in the multilateral system. So the multilateral system has been also weakened to an extent that made it ineffective to a certain degree, and this requires political will."
