This used to be easy - but no more. Previously, if one had the following, they were almost guaranteed an approval:
1. PNP approval letter with no restrictions on employment;
2. Application number from the IRCC.
However, there is often a third, critical component to the application: The positive eligibility assessment on their e-APR. That is to say, that they have met the eligibility for their PR and is often confirmed by the Pre-Arrival services letter.
Recently, this has been enforced much more strictly, hence, many applicants have received refusals on their BOWP applications.
Alternative is to apply for a T-13 LMIA exempt work permit with the support of the employer and the province you are nominated by.
