I would think that Surowiecki is engaged in actually begging the question and some light strawmanning with regard to universal suffrage. He is trying to apply both a logical and moral framework simultaneously, though I suspect those are two lines of argument.
"Anyone one who even entertains this idea is morally deficient."
One can be 100% opposed to political litmus tests, voting literacy requirements, or even a poll tax; while simultaneously discussing why those policies were enacted and discussing their inability to actually "solve" the stated problem.
"Why would the author of The Wisdom of the Crowds feel obligated to continue to write from his own perspective?"
"Why might any professor who does not believe in objective truth still take a paycheck for teaching at a university?"
See, fallacies are fun when you get to throw them out willy nilly. And the best part is they attack the person while avoiding the substance.
