Over 6,000 enrollees listed as “undocumented” possessed Social Security numbers, suggesting some may have been legal residents eligible for federal Medicaid, funds the state failed to pursue. Additionally, nearly 700 individuals in the senior program were under 65, with errors often tied to incorrect data. State Senate Republican leader John Curran labeled the findings “gross mismanagement,” accusing Pritzker of overspending without accountability. Facing a $3 billion budget shortfall, Pritzker has since proposed cutting the HBIA program, a move expected to save $330 million, while preserving HBIS for seniors.
