It periodically calls the API in a very lightweight way to maintain a list of recent updates. You could call a webhook from there whenever the cache gets updated.

Good catch. Easiest way to make a users page might instead be:
1. Edit something else
2. View RecentChanges
3. Click your username
4. Choose the location under users/ for your new page
