This is the ONLY place were i disagree with Dario, and agree with Jensen.
While allowing export of frontier GPU might accelerates an unmitigated arms race with China that Dario is rightfully wary of, the way forward for structural balance of power is to allow for acess to the below SOTA chips, and use of below SOTA models for AI model building, like Jensen envisions.
This would let the world catch up, albeit always trailing the US, such that the US doesn't have runaway monopoly.
In a way, this a win-win for the US and the world: US gets market acess, and the world gets an insurance against monopoly/duopoly.
US that doesn't want unmitigated power should be supportive of this structural check that also helps shore up its credibility.
