This is his consistent belief, temporary open source tactic would not ever sit well with him, even if it were optimal. Wenfeng has had plenty of reasons to change his views, starting with becoming a national champion after R1, and continued to reject heavier monetization and deviation from open source plans, or dilution of his control. I think he does not value open source terminally, what he wants is to change the Chinese mindset about fundamental innovation and competing at the frontier, improve research culture, revive more virtuous values, and also provide China with the full stack necessary for industrial and digital autarky. When that is done, he may go closed source, irrespective of whether he ever catches up. He may moderate his views regarding more politically sensitive details, but I think this is directionally it.
