Texas-based Hunt Oil Returns to Yemen
In line with @POTUS @realDonaldTrump’s call for expanding U.S. investment abroad, Yemen is witnessing the return of Hunt Oil, a significant development that signals renewed American engagement in the country’s energy sector.
@PresidentRashad and the internationally recognized government of Yemen are clearly signaling openness to welcoming more American companies to invest and conduct business in Yemen.
At the center of this development is Jannah Hunt Oil Company (JHOC), the long-standing operator of Block 5 (Jannah) and one of Yemen’s leading oil-production companies.
Oil production from Block 5 began in 1996, supported by five partners: @TotalEnergies, @exxonmobil, Newco, KUFPEC, and YICOM (the Yemen Company for Investment in Oil and Minerals).
JHOC is registered in the British Virgin Islands under the law of Great Britain, with its Yemen branch—Commercial Registration No. 1629—established in Sana’a on February 9, 1994. The company is wholly owned by WellTech Energy PTE. Ltd., a Singapore-incorporated firm (company number 202007029G).
For more than 25 years, JHOC managed all business and field operations in Block 5, overseeing the block’s three major oil fields: Halewah, Al-Nasr, and Dhahab. Under its management, Block 5 reached a peak production of over 70,000 barrels per day in the year 2000, followed by a decade of stable output around 38,000 barrels per day.
After nearly a year of delays, disputes, and administrative standoffs, PetroMasila is now formally surrendering Block 5 to Jannah Hunt Oil Company, completing a long-awaited transition. Although the Yemeni government decided in late 2024 to reinstate JHOC as the official operator—replacing PetroMasila—the handover was repeatedly stalled. Throughout 2024 and early 2025, PetroMasila resisted transferring operational control, prompting strong objections from partners such as KUFPEC, which threatened legal action if the obstruction continued.
This dispute unfolded amid war-related challenges: damaged infrastructure, halted production, and force-majeure conditions that complicated operations regardless of who was officially designated operator.

Yemen's @PresidentRashad, Chairman of the Presidential Leadership Council (PLC), met today, Tuesday, in New York along with Council member @ALalimiBawzer, Mr. Igor Salazar, Senior Vice President of International and Global Gas at Hunt Oil Company. The meeting focused on exploring opportunities for partnership between the Yemeni government and Hunt Oil in the fields of oil and gas exploration, production, and export. Salazar provided a briefing on the company’s current activities and outlined its future plans to resume investment and production operations in Yemen. Al-Alimi praised Hunt Oil’s longstanding role in developing Yemen’s oil sector since the 1980s and reaffirmed the government’s commitment to offering full support and facilitation to oil and mineral companies and investors operating in the country.

Coincidente con el fin de año " se está preparando Papá Noel" según un agudo comentario oído en los pasillos de la Institución, en abierta referencia al Presidente del Consejo de IPS Jorge Britez, cuya administración lanzó unas 28 licitaciones en noviembre, de las cuales están en convocatorias abiertas para ingreso de oferentes 15 procesos por G. 1.172.485.638.233.(UN BILLON CIENTO SETENTA MIL MILLONES SEISCIENTOS TREINTA Y OCHO MIL DOSCIENTOS TREINTA Y TRES)
DIGITALIZACION
El (IPS) convocó la Licitación 474335 para la “Contratación de Servicio de Digitalización Certificada de Documentos”, por un monto de G. ₲ 17.000.000.000. Con relación a la misma, la DNCP
inició un proceso en base a una denuncia que el IPS le está dando el toque de gracia a los recursos económicos de los asegurados “pretendiendo adquirir un sistema o plataforma, sin código fuente, para gestionar documentos con un precio récord histórico de sobrefacturación que asciende a más de G. 7.000 millones, inédito, sin precedentes en la historia de las contrataciones públicas de Paraguay para este tipo de sistemas documentales, innecesario e inadmisible, que profundiza el daño patrimonial”
LAS FAVORITAS
Los reclamos dicen que "IPS solicitó cotizaciones a WellTech, JR Tech y SB Technology, empresas que, no cuentan con certificación ni habilitación para la prestación de servicios de digitalización certificada de documentos."
También mencionaron que "la Autoridad Certificadora Raíz del Paraguay (AC Raíz MIC) publica un listado de empresas habilitadas para el servicio de digitalización certificada. De acuerdo con las consultas presentadas, estas firmas no fueron consideradas en la elaboración del precio referencial del llamado."
El Consejo espera no solo a Papá Noel, sino al trineo, la nieve y la bolsa de regalos.
