The person speaking Spanish is saying the following:

These numbers can't be right. ICE has only booked ~300K arrests since January. If true, then it means ICE has arrested nearly twice as many people who have never even been accused of a crime as its data show. That'd make ICE look even worse, the opposite of its goal here.
