This meta-analysis is well worth your time. But Matt's point here -- that schools are organized in ways that set up fundamental barriers around meeting students' individual needs -- is so important. And it's a reality that has vexed special education since its inception.

State Supt. @moh_choudhury used Covid aid to create Maryland Leads. The initiative incentivizes districts to use specific high-leverage, evidence-based strategies. At our briefing, Choudhury said @usedgov can take a similar approach to federal grantmaking. chiefsforchange.org/2023/06/…

Across all grade levels, between 16 and 22% of students in ELA, and between 11 and 17% of students in math were on the cusp of proficiency. These students were, on average, only 1 to 3 additional correct answers from achieving proficiency. Providing on-time and targeted supports to students on the cusp of proficiency will contribute to improving student performance in ELA and math across all grade levels. MCAP ELA scores continue to rise. For grade 3, 48% of students tested proficient, an increase of 7 percentage points from pre-pandemic scores. For third graders, achieving proficiency in ELA is a marker of successfully transitioning from learning to read to reading to learn.
