"ڏيتي ليتي ٿي وئي، لڙ لٿو: وفاق کي واڌو روينيو، سنڌ کي M-6" � روزاني ڊان جي تجزياتي خبر مان. وفاقي حڪومت، سنڌ ۽ پنجاب وچ ۾ هلندڙ بجيٽ تڪرار آخرڪار ڪنهن حد تائين نبيري ڏانهن وڌندي نظر اچي ٿو. بنيادي مسئلو اهو هو ته وفاق کي هلندڙ مالي سال ۾ لڳ ڀڳ 800 ارب رپين جي روينيو کوٽ کي منهن ڏيڻو پيو، جڏهن ته ايندڙ مالي سال لاءِ به 1.2 کان 1.7 ٽريلين رپين تائين اضافي مالي گنجائش ("Strategic Needs") گهرجي. ان مقصد لاءِ وفاق صوبن کان مالي سهڪار گهري رهيو هو. حاصل ٿيندڙ اتفاق موجب، ايندڙ سال صوبن کي اين ايف سي تحت ملندڙ حصو عملي طور هلندڙ سال جي سطح تي "فريز" رهندو. جيڪڏهن ايف بي آر جي اوڳاڙي وڌي به وڃي ته ان مان پيدا ٿيندڙ اضافي رقم صوبا پاڻ وٽ رکڻ بدران وفاق کي واپس منتقل ڪندا. هي بندوبست باضابطه اين ايف سي ايوارڊ ۾ ترميم بدران هڪ انتظامي ۽ سياسي سمجھوتي ذريعي ڪيو ويندو. ان جو سڌو اثر صوبائي ترقياتي پروگرامن (ADPs) تي پوندو. ڊان موجب سنڌ ۽ پنجاب ٻنهي کي پنهنجا ترقياتي پروگرام ۽ ٻيا خرچ گهٽائڻا پوندا، جنهن سبب ايندڙ سال صوبائي ترقياتي اسڪيمون محدود ٿي سگهن ٿيون يا ڪجهه نيون اسڪيمون ملتوي ٿي سگهن ٿيون. سياسي طور تي پاڪستان پيپلز پارٽي کي ان سمجهوتي جي بدلي ۾ ڪجهه اهم رعايتون مليون نظر اچن ٿيون، جن مان سڀ کان نمايان سکر-حيدرآباد موٽر وي (M-6) لاءِ وفاقي فنڊنگ ۾ نمايان واڌ آهي. رپورٽ موجب اها رقم 20 ارب رپين مان وڌائي لڳ ڀڳ 70 ارب رپيا ڪرڻ تي اتفاق ٿيو آهي، ۽ ان جي عملي استعمال بابت به يقين ڏياريو ويو آهي. ٻئي طرف ڊان جي تجزياتي رپورٽ ۾ اهو خدشو ظاهر ڪيو ويو آهي ته جيڪڏهن صوبن کي ملندڙ اضافي اين ايف سي حصو واپس وفاق کي ڏيڻ جي روايت قائم ٿي وڃي ٿي ته اهو عملي طور 18هين ترميم ۽ 7هين اين ايف سي ايوارڊ جي روح کي ڪمزور ڪرڻ جي برابر ٿي سگهي ٿو. ڪجهه حلقا ان کي "پٺئين دروازي کان اين ايف سي ۾ تبديلي" به قرار ڏئي رهيا آهن. *سنڌ بابت اهم نتيجو* سنڌ کي ايندڙ سال شايد اين ايف سي مان ملندڙ رقم ۾ حقيقي واڌ حاصل نه ٿئي. ان جو مطلب اهو ٿي سگهي ٿو ته: سنڌ جو ADP موجوده سال کان وڌيڪ نه وڌي. نيون ترقياتي اسڪيمون محدود ٿين. ڪيترن منصوبن جي منظوري يا فنڊنگ ۾ دير ٿئي. صوبائي ملازمن جي پگهارن ۾ واڌ محدود يا گهٽ هجي.
