As the first administration to establish and roll out, on its own volition, a framework to recognize and compensate victims of human rights violations, the Kenya Kwanza government has once again demonstrated its commitment to justice, accountability, national healing, unity and reconciliation. This morning, I joined H.E. the Deputy President Prof. @KindikiKithure and fellow leaders in State House, Nairobi, during the presentation of the report on the Framework for Reparations for Victims of Human Rights Violations to H.E. President @WilliamsRuto by the Kenya National Commission on Human Rights @HakiKNCHR We commend KNCHR for the comprehensive report, and welcome recommendations to enact a reparation law and the operationalization of Article 37 of the Constitution to provide a clear legislative framework for demonstrations, picketing, and public assemblies. As a Ministry, we commit ourselves to the full implementation of the report, including continuous training and retraining of our security officers on human rights, constitutionalism, and professional conduct. We also call upon fellow citizens to observe the law as they exercise their rights to assembly, demonstrations and picketing.

These are standard reparative justice measures used in transitional justice and human rights contexts to address harm suffered by victims of violations. The Framework seeks to establish a victim-centered, transparent and accountable system capable of delivering accessible and effective remedies in accordance with the Constitution and international human rights standards.

Today, the Co-chairs of the Working Group of Human Rights Defenders (HRD), Defenders Coalition and the HRD Awards Jury are pleased to have presented the Human Rights Defenders of the Year Award to @LarryMadowo. Larry was recognized by the Working Group of Human Rights Defenders HRD in March 2026 in recognition of his journalistic excellence and courage in advancing democracy, the rule of law, and justice for victims of state repression in Africa and beyond. The #HRDAwardsAt10 was hosted by the European Union in Kenya @EUinKenya , which is the current Co-chair of the Working Group on HRDs. The Annual HRD Awards were launched in 2016 by the Defenders Coalition and the HRD Working Group as a protective strategy for human rights defenders and a recognition of their work. Kenya is honoured to host the United Nations Office at Nairobi, the only UN headquarters in the Global South, and welcomes its ongoing expansion. This afternoon, I had the pleasure of meeting with the UN family in Nairobi, led by the new Resident Coordinator, Dr. Garry Conille. Our discussions focused on deepening collaboration across several priority areas, including election preparedness, the fight against drugs and substance abuse, counter-terrorism and prevention of violent extremism, gender-based violence and capacity building. I also apprised the team of the establishment of the Nairobi Metropolitan Police Unit, a critical initiative to address the demands of the city's growing population and strengthen its standing as a leading diplomatic and high-security hub. Also present were United Nations Office on Drugs and Crime Regional Representative for Eastern Africa Ali Farouk Elbereir, UN Women Kenya Country Representative Antonia N'Gabala-Sodonon, and Country Director UN Office of the High Commissioner for Human Rights Charles Kwemoi. Others were Head of the United Nations Office on Counter-Terrorism Sylvia Kabaki, Deputy Resident Representative United Nations Development Programme Madelena Monoja, United Nations Institute for Training and Research Senior Program Specialist Stefano Ghirardi, and UN Peace and Development Officer Prisca Kamungi.

📣 We @UNAIDS welcome expanded rollout of HIV prevention medicine and call for urgent action to ensure equitable and affordable global access. This expanded commitment is an important step forward, and we applaud the @GlobalFund and the 🇺🇸 United States for accelerating access to lenacapavir. However, to #endAIDS as a public health threat, we must urgently go further—by enabling large-scale generic manufacturing, especially on the African continent, lowering prices through transparent, equitable pricing frameworks that enable widespread uptake in low- and middle-income countries. Communities have waited too long for prevention options that meet their needs. #Lenacapavir can be transformative—but only if it is accessible, affordable and available everywhere. We call on all partners to work together to break down barriers, speed up generic production, and invest in manufacturing, particularly in Africa which remains the epicentre of the epidemic, so that no one is left behind.

Received the UN Kenya Annual Report 2025 from the United Nations Country Team, led by Resident Coordinator Dr. Stephen Jackson, highlighting the impact of 28 UN agencies delivering programmes across the country. Anchored on the Sustainable Development Cooperation Framework (2022–2027), the report outlines strong support to Kenya’s Bottom-Up Economic Transformation Agenda (BETA) across key pillars of people and peace, planet and prosperity, alongside critical enablers driving economic progress. The report also highlights UN support in peacebuilding, conflict prevention, social cohesion and electoral preparedness as Kenya looks ahead to the 2027 elections. In 2025 alone, the UN Country Team delivered programmes worth approximately USD 460 million, reflecting a strong and impactful partnership with Kenya in advancing sustainable development and inclusive growth.

Building Beyond Dependency In the last few years, I have been sitting with this call for NGOs to rise above donor dependency. I find myself holding two truths at once. We must move beyond dependency. Not just because it is strategic, but because it is necessary for dignity, resilience, and long-term agency. And yet… I think about the nonprofit leaders I know. The ones staring at balance sheets that no longer balance. At math that no longer maths. The ones writing emails they never imagined they would have to write, letting staff go, closing programs, stepping away from communities that still need them. Leaders carrying not just budgets, but people, relationships, and years of trust. And I wonder: What does it actually mean to “rise above dependency” from where they stand? Because for many this does not feel like a strategic pivot. It feels like being asked to jump from a fast-moving train. In your head, you understand why the jump is necessary. But it is still terrifying. And the train does not slow down to let you land gently. So yes, we must move beyond donor dependency. And we need to be honest about what that requires. Building local giving is not a slogan. It requires trust. Disposable income. Infrastructure. Culture. Transforming institutions is not an instruction. It takes time, investment, and a rethinking of the systems we operate within. And transitions like this are never neat. They come with real costs, and real people at the center. This moment is not only a story about NGOs needing to change. It is a story about systems under strain. And perhaps the real question is not only whether we move beyond dependency, but how we build what comes next, while people are still inside the fall. I assure you that leaders are not standing still. They are experimenting. Adapting. Trying. Some things will work. Some will break. And in that process, we will learn. Moving beyond dependency means being serious about building what comes next. With honesty. With humility. And together. #AfricanPhilanthropy #BeyondDependency #SystemsChange
