Maintenance of Effort (MOE) requires LEAs to spend at least the same amount of state & local $ to provide services to students with disabilities that was spent the previous fiscal year. They must comply with MOE requirement to receive IDEA-B $ each fiscal year (34 CFR §300.203).

IDEA indicates that team decisions should be data based, especially with LRE. PPS receives federal funding that can be pulled if they are not in compliance with regulations. In the end it can be more expensive than paying 6 teacher salaries.
