Yes, shame on @nytimesbooks for discounting M. Shelley's contributions to science fiction. In literary studies she is widely considered the first major sf author; Verne & Wells are key figures, but did not "invent" sf. I say this as a Wells scholar & a university teacher of sf.
When Mary Shelley wrote #Frankenstein in 1818 (aged 19), neither Jules Verne, nor Welles were born yet (Allan Poe was 9). A teenage girl wrote what is still considered today the 1st science fiction novel. This article continues the long tradition of erasing her.
