He was there to voice his support for selling carbon credits from Guyana's forests.
The country has signed a $750m deal with oil firm Hess Corporation so it can offset its emissions.

So, as I read it, almost everything is in, with a huge caveat. Any technology must demonstrate they are consistent w/ geologic storage or equivalent.
Meaning permanence of hundreds to thousands of years. Smart move by DOE, focusing on standards, not tech exclusionary.
