If someone invests $1B in your "lab", neo or not, if you then went to a neocloud and gave them all of it, you'd get something like a 8192 [G]B[23]00 site on a 3 or 4 year contract. That's... Not that much! And that's all your money! Nothing left for comp, data, etc... hard math.
