I don't understand how the PWHL used the Gold Plan for two teams, and abandoned it for two.
They also knew that the third overall pick is now Las Vegas' before choosing this, meaning they awarded Vegas the 3rd and 5th overall picks which could be Edwards and Simms.

Whatever excuse the PWHL has for not releasing the PWHL Draft order and format now two days before the draft is laughable and invalid.
Period.
Horrible look for sponsors, prospective players, fans, season ticket holders, and media.
This is how you lose trust/support.
