An extinguisher is a cylinder that is filled with an extinguishment medium and pressurized with an inert gas to suppress a fire. The medium is supposed to either remove heat (cooling), oxygen (suffocation/ smothering) or fuel (starvation).

The three are fire ingredients and in in their sufficiency they will cause fire. Water which is a good cooling agent is used in fighting fire though should be used only in fighting organic solids such as wood, papers, plastics etc. Do not use it in fighting other fires.
