I can confirm this, same issue with my customer. Company Portal is installed, but Intune can’t detect that. IME agents first said it is installed, results ok, then said No detection.

Has creating a local user stopped working when installing a recent version of Windows? Meaning, you can no longer use oobe\bypassnro?
Try this: start ms-cxh:localonly and you'll be able to create your local account without signing in to Microsoft ;-)
