First and foremost, there is only one internationally recognized state in Cyprus: the Republic of Cyprus, which is a member of the EU.
Second, as a sovereign and internationally recognized state, it has every right to enter into agreements with whomever it chooses and whenever it chooses.

As for the argument about guarantees, you undermine it twice over yourselves.
You admit that Turkey does not recognize the Republic of Cyprus. If that is the case, then what exactly is this Treaty of Guarantee you keep referring to, and what state does it concern?
Once you acknowledge that the treaty concerns the establishment and existence of the Republic of Cyprus, you should read its actual provisions. You will then realize that by illegally occupying part of the territory of the Republic of Cyprus, Turkey is itself in violation of the very Treaty of Guarantee it claims to invoke. In doing so, it has forfeited any credibility in claiming the status of a guarantor power.
