Scotland’s First Minister, who called Gaza a genocide on the world stage was also targeted. They even infiltrated New York City’s 2025 municipal elections. Angola and Togo got the same treatment. Whilst the world awaits the moment of signing, reports speak of the complete isolation of the Iranian supreme leadership, to the extent that prominent figures within the regime do not know the Supreme Leader’s whereabouts and have no direct means of communication with him. But the real question is: why is Washington insisting on his appearance right now, specifically? On the surface, it appears that the US objective is to ensure that the Supreme Leader himself approves the draft ‘Islamabad Declaration’ and grants it political legitimacy. In reality, however, the situation looks more like a complex intelligence trap than mere diplomatic arrangements. Washington realises that the moment of signing is the most critical security moment within the Iranian regime, as it is the moment when he is forced to breach layers of isolation and open exceptional channels of communication. This is where the real gamble begins: tracking the signal, monitoring the communication channel, and following the thread that may lead directly to Mojtaba Khamenei. The man is not viewed in the West merely as the Supreme Leader’s son, but as the architect of the deep state and the security mastermind who manages the networks of influence and loyalty within Iran. Reaching him through intelligence means not just knowing a person’s location, but uncovering the hidden structure upon which the entire regime is built. This explains why the announcement of the agreement has been delayed until now. Disculpad la extensión, pero sólo es una curiosidad: Ya que Victoria Nuland ha vuelto a salir a la palestra, conviene recordar quién es Robert Kagan, su esposo, porque en determinados círculos de Washington el matrimonio no solo une biografías: conecta diplomacia, doctrina estratégica y una notable capacidad para estar siempre cerca de las decisiones que terminan afectando al resto del mundo. Robert Kagan cofundó en 1997, junto con William Kristol, el Project for the New American Century, el PNAC, uno de los laboratorios ideológicos más influyentes del neoconservadurismo estadounidense. Porque en Washington las guerras no siempre empiezan en los despachos militares; a veces comienzan en un centro de pensamiento con buenos apellidos, abundante financiación y una impecable red de contactos. El PNAC nació con un objetivo bastante menos modesto de lo que sugería su nombre: preservar la primacía global de Estados Unidos tras la Guerra Fría e impedir que surgiera una potencia capaz de discutirle el mando. No buscaban interpretar el nuevo siglo, sino redactar sus condiciones de uso. Eso implicaba aumentar el gasto militar, modernizar las Fuerzas Armadas, mantener bases y despliegues en regiones estratégicas, frenar competidores y promover cambios de régimen cuando Washington considerara que la soberanía ajena empezaba a resultar demasiado autónoma. En 1998, el PNAC pidió formalmente al presidente Bill Clinton que adoptara como política oficial el derrocamiento de Saddam Hussein. En 2000, su informe Rebuilding America’s Defenses desarrolló aquella doctrina con absoluta claridad: superioridad militar, presencia global y capacidad para intervenir allí donde los intereses estadounidenses lo exigieran. Todo muy defensivo, siempre que la defensa comenzara a miles de kilómetros de casa. En su informe de 2000 advertía que ese proceso sería lento salvo que se produjera un acontecimiento catastrófico y catalizador, «como un nuevo Pearl Harbor». Esa frase resulta inquietante vista después, pero no constituye una confesión ni una predicción del atentado: describía el tipo de crisis capaz de vencer la resistencia política a una gran expansión militar. No era una organización secreta, siempre a la luz del día. Sus documentos estaban publicados, sus firmantes identificados y sus objetivos escritos con una franqueza casi ofensiva. Nadie se escondía; simplemente se confiaba en que casi nadie leyera. Lo verdaderamente relevante llegó después. Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, John Bolton, Richard Armitage, Zalmay Khalilzad, Elliott Abrams y Scooter Libby, entre otros nombres vinculados al PNAC, ocuparon posiciones decisivas en la Administración de George W. Bush. Una extraordinaria coincidencia institucional: quienes habían diseñado la doctrina acabaron sentados en los puestos desde los que podían convertirla en política de Estado. Tras los atentados del 11 de septiembre de 2001, muchas de aquellas propuestas dejaron de ser teoría: guerra preventiva, cambio de régimen, expansión militar y ocupación de Irak. El PNAC no necesitó conquistar el poder. Le bastó con que sus hombres llegaran a él. Aquí no se acusa a nadie, pero resulta curioso que algunos integrantes de aquella doctrina aprovecharan políticamente el 11-S para acelerar un programa que ya estaba escrito antes de los atentados.
