I'm all about good news in teacher prep (there's a lot that bucks the media narrative) ... but this is misleading. Title II changed the definition of enrolled student in AY18-19... enrollment is FLAT since 2016-17

I think a lot about the role of teacher prep programs and their potential to support effective HQIM implementation. It would be massively helpful to allow teacher candidates to devote time to learning the ins and outs of HQIM (in lieu of generating lesson plans/creating content)
