Honestly, ensuring the provision of quality local public libraries is too important to be left hostage to the great war between local & central Government. Libraries should be a consistent national offer, from Lands End to John O'Groats, and governed and funded as such.
Strategy matters. In any successful initiative there's always clarity about the goal, the barrier to achieving that goal, the insight that gets you past the barrier and the solution that puts that insight into action. It's amazing how often ppl don't start with 1st principles
