In its tweet thread about authorizing this smokeless brand as being reduced-risk, @FDATobacco makes several qualifying statements, which range from neutral to negative. Not one highlights the potential benefits of using the product, which is the actual point of the authorization.

Today, FDA issued a modified risk granted order to U.S. Smokeless Tobacco Company for Copenhagen Classic Snuff, authorizing the company to market the product with specific reduced risk information.
