At least 1,327 children in care in England are waiting for an Independent Visitor. Many more don't have access to a service or even know they are entitled to it. Children's rights have a purpose. Rights entail duties. @ChildrensComm @Become1992 @NIROMP2 @CCLCUK @A4CinCare @BASW

The only reference to IROs in the Case for Change is below. No mention of Reg 44s.
When and how did the removal of both roles come up in the Review?
Why was the possibility not publicly discussed before the Final Report?
Presumably as it was known there would be opposition?
