From a Cybersecurity/GRC perspective, the key issue isnโ€™t whether there was hacking. Valid credentials prove authentication, not authorization. If a staff member accessed and disclosed a voter record outside their duties, thatโ€™s still unauthorized access and an insider threat. The audit trail identified the account after the leak, but the statement says little about preventive controls such as least-privilege access, monitoring, or DLP. Under the NDPA, it remains a personal data breach whether the source was internal or external. Good crisis PR. Less convincing as a security and data protection disclosure.
INDEPENDENT NATIONAL ELECTORAL COMMISSION PRESS STATEMENT RE: ALLEGED MISUSE OF AUTHORISED ACCESS CREDENTIALS AND UNAUTHORISED DISCLOSURE OF INFORMATION FROM THE COMMISSIONโ€™S CONTINUOUS VOTER REGISTRATION (CVR) DATABASE The attention of the Independent National Electoral Commission (INEC) has been drawn to allegations currently circulating on social media and in some sections of the media regarding the alleged unauthorised access to the Commission's Continuous Voter Registration (CVR) database and the subsequent publication of information on a candidate in the recent primaries of a political party in the Federal Capital Territory. The Commission takes this allegation seriously and has immediately commenced a thorough investigation to establish the facts surrounding the incident. As part of the ongoing Continuous Voter Registration (CVR) exercise nationwide, authorised INEC Registration Officers were granted controlled access to specific components of the CVR system to enable them register new applicants, process requests for transfer of registration and update voter records where necessary. Such access is restricted to official duties only and is withdrawn at the conclusion of the exercise. The audit trail from the preliminary investigation has enabled the Commission to identify the user account through which the information was accessed. Accordingly, relevant personnel have been questioned, and all units connected with the incident are cooperating fully with the investigation. The Commission is also examining all technical, administrative and operational factors associated with the matter in order to establish individual responsibility and determine the circumstances surrounding the use of those credentials and identify any breach of internal access-control protocols before taking appropriate action against anyone involved. Preliminary findings from the Commission's audit trail so far, however, indicate that there was no external breach of the CVR database, no hacking incident, and no unauthorised external access to the Commission's ICT infrastructure. Rather, the information in question was accessed through valid user credentials assigned to personnel participating in the ongoing CVR exercise but released without authority. The incident under investigation relates to the retrieval of a specific voter record and does not indicate any compromise of the Commission's broader voter registration infrastructure or the personal data of over 90 million registered voters. The Commission wishes to state categorically that it takes the security, confidentiality and integrity of voter data with the utmost seriousness and remains committed to transparency, institutional integrity, and the protection of voters' personal information. Furthermore, the Department of State Services (DSS), on its own accord, has commenced an independent investigation into the matter. The Commission will continue to cooperate fully with all relevant security agencies and will not hesitate to refer any person found culpable for appropriate legal action. Members of the public and the media are therefore urged to disregard unfounded speculations while investigations remain ongoing. The Commission will continue to keep the public informed of its final findings and any measures taken in response to the incident in due course. This isnโ€™t totally true. Although General Yakubu Gowonโ€™s government accepted parts of the Aburi Accord, it did not fully implement the agreement. While measures such as police decentralization were adopted, key provisions on regional military control and true federalism were not honoured.

PRESS STATEMENT INEC CHAIRMAN HAS NO ACCOUNT ON X, DISREGARD PARTISAN FABRICATIONS The attention of the Office of the Chairman, Independent National Electoral Commission (INEC), has been drawn to a malicious and coordinated campaign of calumny circulating on social media. The false claim alleges that the INEC Chairman, Prof. Joash Amupitan, SAN, has, in the past, endorsed a partisan post on the platform X (formerly Twitter). The Commission wishes to state categorically that this allegation is entirely baseless, a total fabrication, and a figment of the imagination of its purveyors. For the avoidance of doubt, the INEC Chairman does not own or operate any personal account on X. He has at no time engaged in partisan commentary, nor has he ever associated himself with any political leaning or activity in his private or public capacity. This contrived X post is a desperate attempt to impugn the integrity and neutrality of the Chairman at a critical period when the Commission is focused on significant electoral reforms and preparations for upcoming polls. It is a needless distraction designed to stir public distrust in the electoral umpire. Beyond this partisan mischief, the Commission is aware that cybercriminals have been on the prowl, utilising fake social media accounts in the Chairmanโ€™s name to defraud unsuspecting Nigerians. We wish to place it on record that several of such fraudulent accounts had been identified and reported to security agencies in the past. This latest fabrication is merely a continuation of a criminal pattern aimed at exploiting the Commissionโ€™s profile for illicit gains. The Commission will not fold its arms while the character of its leadership is being assassinated by digital imposters and mischief-makers. We wish to notify the public that we are working in close collaboration with relevant security agencies and cyber-intelligence units to track and identify the individuals or groups behind this identity theft and misinformation. Let it be clearly understood that the Commission will ensure that these imposters face the full wrath of the law. Identity theft and the dissemination of deepfake or forged social media interactions are criminal offenses under the Cybercrimes Act. Those responsible for this mischief will be tracked and prosecuted to serve as a deterrent to others who believe the digital space is a safe haven for criminality. The general public is hereby urged to disregard this falsehood in its entirety. We will continue to disseminate official information regarding the Commission and the Chairmanโ€™s activities only through our verified institutional channels and formal press statements. The Commission remains undeterred and fully committed to its mandate of delivering free, fair, and credible elections for all Nigerians.
