...these are ideas to be taken apart, disagreed with and rebuilt, but it's a start. If we really want a 'Just' transition, if we really want to 'leave nobody behind', we have to invite people on board and offer them a seat.

We already use GHG protocols to plan for emissions - how about identifying Scope 1, 2 and 3 Exclusions? Find them, name them, alert exclusion owners, and then align mitigation plans and timelines with scope 1,2 and 3 emission reduction plans. Or retrofit.
