The annual forum will be held in Kyoto (Japan) from 8 to 12 October 2023. I will be there with several partners to present the project on the digitalization of the Red Cross, Red Crescent and Red Crystal emblems.
I would like to thank the @intgovforum for accepting our submission and helping the @ICRC to promote the efforts we are putting in this project. If you are interested in participating, please check the agenda:
'We need to be “localising economies”...this would involve having “autonomous communities” with “substantive and direct democracy” and consensus decision making.'

Dedicated and separated infrastructure for military purposes, segmentation and segragation of dual-use infrastructure, use of different hardware for different customers (specific modems, servers, etc. for military and for civilians),
The @ICRC has been warning at @UN#OEWG this week about the dangers posed when the military use civilian infrastructure (satellites, cables, cloud computing) The more the military use it, the more likely it is to become a legitimate target for the enemy.

In @ICRC’s effort to clarify how IHL places limits on military cyber operations, this piece by @KuboMacak/@TRodenhaeuser introduces 4 handy papers on when IHL applies, and the principles of military necessary & humanity, distinction, & proportionality blogs.icrc.org/law-and-polic…
Published online, presented offline.
Honored to present 4 short papers by @ICRC on ‘how and when’ the established #IHL principles of humanity, necessity, distinction and proportionality apply to cyber ops.
A summary by @KuboMacak and I is here: blogs.icrc.org/law-and-polic…
Here's a small Friday poll for the #IHL and #cyber crowd:
Which of the four "established international legal principles" frequently mentioned by States in multilateral discussions on ICTs and international security would you like to see explained in more detail by the ICRC?
We @icrc have been invited to contribute to the Munich Cyber Security Conference MCSC.
On the 17th February, I will be talking about the latest concerning trends, from the civilianization of military cyber and other digital activities...
If you are interested by the topic of digital operations during armed conflicts then you should not miss the keynote I will be giving at the Digital Investigations Conference 2023 #DIC23.
And of course there are dozens of other very interesting topics and workshops, from open source intelligence to the crypto crime landscape in Switzerland and Austria.
To learn more and register, visit the conference website: lnkd.in/e9MEpzfc. See you on March 1, 2023 at the Hotel Belvoir in Rüschlikon!
Thanks again to Arina for the kind invitation!
If using Red Cross & Red Crescent emblems has proved beneficial for the protection of medical & humanitarian operations, is it possible to create a “digital emblem” for use in cyberspace?
Find out more on it & on @ICRC research in @TRodenhaeuser & @vignus new post !
