Primary Health Care (PHC) costing is not just a technical task; it is a powerful driver for budget credibility, smarter investment, and reliable health financing. When applied strategically, PHC costing gives decision-makers the leverage to direct resources where they matter most, maximise value from health providers, and build public trust through transparent, evidence-based budgets. This policy brief identifies five critical mistakes that continue to sabotage effective costing across Africa, even as tools, interest, and support grow.
