Thank you @ChinaSelect for inviting me to testify on this important topic. PRC distillation (read: industrial-scale theft) of our AI companies' best models is happening, and it's fueling China's AI ecosystem. But beyond that, we also need to seriously address the security of other layers of the software stack. Even supposing we can counter distillation, our model weights can still be stolen, and this is a very difficult problem to address from our current position. Even if we can reliably protect our model weights (a tall order!), our advanced models' data could still be poisoned, effectively making our agentic systems sleeper agents for the CCP. AFPI will soon release more research on securing our software stack from theft and sabotage. Stay tuned.

The CCP is pursuing AI dominance by 2030. And when it cannot compete fairly, it steals. @YusufSMahmood from @A1Policy explains: "We are not prepared to secure our AI systems.
