John Swinney will bring a motion forward for a vote on a Scottish Independence referendum on Tuesday.
Westminster will reject the will of the parliament.

What should Swinney do when Starmer refuses? Easy - ignore him, hold a vote in Parliament as to whether Scotland should have a referendum and then go for it. A "No" from Starmer is simply no longer acceptable.
Here it is the motion to 'request' a Section 30 order from this Labour @GOVUK. It will of course be rejected by Starmer. The equal union theory then dies stone dead. The question is what will @JohnSwinney do then? We are in constitutional crisis territory.
