Waxman basically says schools wouldn't be able to afford nonrevenue sports if they had to provide more ed benefits to all. This is a threat, not reality. As @NCPANOW Ramogi Huma pointed out, DIII schools, high schools somehow fund many sports, w/o the money of Power 5 programs.
