The vacant units alone are burning through $880,000 per month or over $10.6 million per year. 259 units vacant as of mid-May 2026, up from 226 in April, just over 1/3 of the entire program. Total program consists of 758 units across 14 master-leased buildings. Vacancy rate sits at 33%, nearly 4× higher than San Francisco's comparable long-term housing program of 9%.
