Welcoming the distinguished gathering at the 6th edition of RISE Conclave 2026, Dr. N. Kalaiselvi, Secretary, DSIR; DG CSIR and Secretary (Additional Charge), Ministry of Earth Sciences (MoES), described the conclave as a celebration of science, innovation, and entrepreneurship. She highlighted the significance of the "Whole-of-Government" approach in bringing together research institutions, industry, start-ups, academia, and policymakers on a common platform to accelerate technology translation and national development. Reflecting on the growing impact of RISE, she noted that the initiative, encouraged by the Hon'ble Minister, has evolved into a national movement and should be expanded across more states to strengthen India's innovation ecosystem. Delivering the inaugural address at RISE Conclave 2026, Dr. Jitendra Singh, Hon'ble Minister of State (Independent Charge) for Science & Technology, described RISE as a visionary and motivating platform that brings together the key pillars of national growth—Research, Innovation, Start-ups, and Entrepreneurship. Reflecting on India's start-up journey, he noted that the momentum gained after the Hon'ble Prime Minister's call for innovation and entrepreneurship in 2015 has transformed India into the world's third-largest start-up ecosystem. He emphasized that sustained growth and value creation require a strong foundation of research and innovation, without which start-ups cannot thrive in the long run. Highlighting the need for robust industry linkages, Dr. Singh underscored the importance of integrating research institutions, industry, academia, investors, and entrepreneurs to accelerate technology translation and commercialization. Inaugurated and addressed #LavenderFestival2026 #Bhaderwah:  Takeaways "Lavender has given the small town of Bhaderwah a national identity and a national role in India's economic growth. What was once considered a remote hill town has today emerged as a beacon of India's 'Rural #StartUp' movement. The two-day festival with the theme “Lavender Goes Global” celebrates the remarkable transformation of Bhaderwah from a traditional agrarian region into India's leading lavender cultivation and aroma entrepreneurship hub. This is indeed one of the best examples of technology-led rural transformation in the country. The Purple Revolution has demonstrated how scientific research can be translated into sustainable livelihoods and entrepreneurship in remote mountainous regions. What began as a modest initiative in #JammuAndKashmir has now expanded to several parts of the country, including Himachal Pradesh, Uttarakhand, Arunachal Pradesh and other North-Eastern states, demonstrating the scalability and adaptability of the model".

#Germany State of Thuringia President Mr Mario Voigt, accompanied by a high-level delegation, called on at Kartvaya Bhawan, New Delhi. The meeting brought together representatives from government, research institutions and industry from both sides to identify pathways for connecting innovation ecosystems and accelerating collaboration in frontier technologies. Discussions centred around quantum communication, quantum satellite communication, optical ground stations, EuroOGS network, Space technologies, StartUps and research-industry collaboration.  The German side shared details of ongoing European initiatives relating to quantum communication infrastructure and optical communication systems, including developments under the EuroOGS network, which seeks to advance standardisation and interoperability in optical ground station technologies. The Indian side highlighted the major recent initiatives undertaken under the leadership of PM @NarendraModi to strengthen India's research and innovation ecosystem, which include "Anusandhan National Research Foundation" (ANRF) and other measures aimed at promoting industry-linked research. Recognising the State of Thuringia's emergence as a major European hub for photonics, optics, quantum technologies and advanced manufacturing, both sides explored opportunities for long-term institutional partnerships in frontier technologies.
