Avoir réclamé le retour à l’ordre constitutionnel. On a qualifié la mesure de « provisoire ». Mais le Code nigérien ignore la déchéance provisoire — et la déchéance d’un national de naissance n’y existe pas. N’ayant jamais voulu d’autre passeport que le sien, Mariama Djibrine se réveille apatride : la vingt et unième victime, la troisième femme, d’une mécanique qui fabrique, à la chaîne, des hommes et des femmes sans pays. On peut retirer un passeport ; on ne retire pas une naissance. Et le Niger, qui a lui-même reconnu la compétence de la Cour africaine, devra s’en expliquer devant le juge qu’il a choisi.
