The so-called "Middle Way Approach" is, in essence, a step-by-step attempt to advance "Tibet independence" through the creation of a so-called "Greater Tibetan Region" — a concept with no basis in history. China will never allow any attempt to split the country or undermine national unity under the pretext of "high autonomy."
The title and status of the Dalai Lama have historically been conferred and recognized by the central government. The 14th Dalai Lama himself was formally recognized and approved by the then Government of the Republic of China. There has never been a historical practice whereby a Dalai Lama designates or recognizes his own successor.
The issue of the Dalai Lama's reincarnation is entirely China's internal affair, must follow Chinese laws and regulations, established religious rituals, and historical conventions, and must take place within China's territory.
China hopes that India will fully appreciate the sensitivity of this issue, strictly adhere to its commitments, and avoid actions that may complicate or disrupt the overall development of bilateral relations.
