That dip in the 1990’s was Mt. Pinatubo. Approximately 18gt of CO2 left the atmosphere, but whatever left the atmosphere appears to have returned in full by 2001.
The linear growth in the “rate of change of atmospheric CO2” is equivalent to saying that overall atmospheric CO2 is accelerating.
