Too focused on diluting children’s voices in care proceedings that impacts on the rest of their lives. That will be her legacy
Norma Foley said she is too focused on her work to think about the party leadership issue but she would like any new leader to be the right person, with the right ethos and that would happen at the right time.

I’m really thrilled to hear how passionate and committed judges and practitioners were at a conference to uphold the voice of vulnerable children in childcare proceedings that was held this afternoon. We are about to witness the biggest case since the children’s referendum in 2012, led at that time by @FitzgeraldFrncs . ‘From independent advocate to civil servant’ was the theme. Children’s rights are about to become a constitutional crisis for this government and they are all asleep. @MichealMartinTD @SimonHarrisTD @MaryLouMcDonald @ivanabacik @ClaireKerrane @OCallaghanJim @HollyCairnsTD @NormaFoleyTD1 @CarrollJennifer

Tomorrow, I will again as one of my priority questions bring the concerns of Guardians ad Litem to Minister Foley. What an incredible insight we got tonight as to the work they do for children in care #rteinvestigates

Special needs parents are united on this: we do NOT want this change. GAL's must remain fully independent so vulnerable children have a truly independent voice — anything less undermines their rights. @NormaFoleyTD1 please listen and fix this before lasting damage is done.
Well done to the Association of Guardian ad litems of Ireland for taking their powerful message to Oireachtas members today on how the voice of vulnerable children is set to be unlawfully undermined by @NormaFoleyTD1 and her department. We forget that we amended our constitution to give children their independent voice and this is being fatally diluted. There is a narrow opportunity left for government to sort this out to avoid an avalanche of High court challenges to address this total mess. Sort it out @NormaFoleyTD1 @MichealAMartin @SimonHarrisTD @OCallaghanJim @ivanabacik @MaryLouMcDonald @ClaireKerrane @barrymward @DMitchellTD @cardagh @Aidan_Farrelly_ @WhitmoreJen @jackfchambers

Against the advice of many professionals at the time, the proposed National Guardian ad Litem Service was ‘made-up’ without quantitative or qualitative research - so without the necessary knowledge. This missed step continues to haunt the establishment of the new GAL service.

Tickets that went on sale at 10am, sold out on @TMIrelandHelp and already up for resale on other sites at 10.15am.

Epistemic trespassing is a social psychological concept where experts in one field overestimate their competency, and provide authoritative opinions in another area. I’ve met a few ‘trespassers’ recently.
23
Children’s advocates, and those protecting children, cannot be afraid to bite the hand that feeds them. This can only be done through independence and legal representation. The new Guardian ad Litem service makes the GAL a defender of State deficits, rather than the child.
35
Abused and neglected children deserve advocacy that is meaningfully independent, equal in Court, and fully aligned with Article 12 of the UNCRC. The new Frankenstein model of a GAL proposed by the Department does not meet these standards.

In the new Guardian ad Litem Service this failing by Tusla to provide vulnerable children with appropriate placements would never be highlighted because the GAL and Tusla would work for the same Minister. irishtimes.com/crime-law/cou…

Don’t believe a word of this bluff. Taking everyone for fools. They were dragged into this position by the threat of legal action and now presenting it as their idea 😂😂😂😂

Another interesting (and productive) week of meetings with TDs to discuss the Child Care (Amendment) Act. Leinster House is a fantastic building, steeped in history. I enjoy every visit.

The new Guardian ad Litem Service, has the same structure as Tusla, employs former Tusla managers, who are developing similar Tusla practices. Guess what we'll end up with another one of? If it walks like a duck, and talks like a duck...

There is an opportunity to use the Child Care (Amendment) Act to build a world class Guardian ad Litem service but instead @normafoleyTD1 and inexperienced civil servants are building another Tusla and diluting children’s rights.
27
The new Childcare (Amendment) Act 2022 removes the power of Judges to provide vulnerable children with independent advocates. The Government wants to place that power in the hands of politicians.
15
The Department are very clever, & deliberately misleading when saying that the Child Care (Amendment) Act 2022 provides the new Guardian ad Litem Service 'operational independence', & then equating that to mean that GALs within that service will be independent, which is not true.
24
In setting up a new GAL service for children @NormaFoleyTD1 seems to have surrounded herself with Trump-like figures who are ignorant of facts and present misleading information. Why, when we all should want the best for these vulnerable kids?

Confirmation in correspondence tonight that only 31% of children in the care of the state in Carlow and Kilkenny have an allocated social worker. And all @NormaFoleyTD1 and her ‘do nothing’ dept is interested in, is dumbing down and diluting the voice of the child in care. It’s time the heads of government get a grip on this before we head straight into a serious constitutional crisis @MichealMartinTD @SimonHarrisTD And that party leaders use their influence too @MaryLouMcDonald @ivanabacik @HollyCairnsTD @Toibin1

It is disheartening that the Department of Children, Disability, and Equality has become anti-children. Disheartening, but motivating for so many who will fight the dilution of children’s rights.
