I’m glad you took your time to respond. however islamically you should understand the case made here before concluding. The loan is not given to individuals, rather it’s a package which the state government secure for the intended pilgrimage. For example the pilgrimage commission in kebbi secure let’s say 3 thousand slots and make prepayment then comeback to kebbi state and advertise that we have so and so number of slot. interested bodies can make their payment before time. And only when payment is made by an interested person then they can travel through the secured package by the state government.
