While Musk did say this, as shown in the video posted as a reply to this post, Harris has not made this claim. The claim that she did so is based on a misleading clip from a 2019 interview where she speaks on Donald Trump’s Twitter account.

I endorsed Pres Donald Trump yesterday. Today all day my phone froze, the cursor on my computer started wandering around the desktop, and my wifi continually disconnected. All coincidentally.

We often get inquiries from people looking to contact someone who spoke at our convention. Sometimes they are awful. But sometimes, they are genuinely trying to get in touch with someone. I think this one contains both.

One of my farm workers is also now making free with the fire extinguisher and it's fair to say he's enjoying himself. Both Reg and Gary are now bathed in a light glow of powder. They are shouting at him about maritime law and the rights of freeman.
He doesn't speak English.
