They didn’t consult outside their bubble before announcing the changes because there are those in govt, Treasury and Academia who see business operators/investors (and especially successful ones) as their ideological enemy. Thats the way the Budget was presented (Labour v Capital), its the way the law has been written (Workers v Investors) and its the way they think. There is no way they were ever going to have a representative cross section now for the same reason.
