You see, @Acosta, Virginia's Constitution lays down certain procedures relating to amendments and referenda.
If you don't follow them, the referendum is invalid.
The Democrats failed to follow a half-dozen provisions in this case. Sloppy, shortcuts. In too much of a rush to do things legally.

Alex Pretti was exercising his First Amendment right to protest and lawfully carrying a firearm when he was murdered by ICE over the weekend.
As a gun owner myself, I’m alarmed by how brazenly the Trump admin is attacking the First and Second Amendment, and threatening our rights. Every American, no matter their party or beliefs, must speak out to defend the rule of law.
This abuse of power must end and ICE operations in Minnesota must stop – they were never about public safety.
