When he was PM, Blair was advised by people wth world class brains like Simon Stevens among others. Like many ex-ministers he is finding that expertise is much harder to access when you have to pay for it (or accept it from those with vested interests).
Lots of praise for this and rightly so, but this really feels like one of the weaker and under cooked parts
