Annually, 10 000 people die unnecesarily, including children, because of the Minister of Environment's failure to make regulations to limit emissions in the Highveld Priority Area. The drastic effect on children's rights is justification for a proactive duty on decision makers to make regulations to implement laws which can protect children.
