This afternoon, I officially opened the Cabinet Induction Retreat at Kyankwanzi. I reminded the leaders that the historical role of the NRM and post-Independence African leadership is socio-economic transformation. We cannot continue to have people trapped in subsistence production. Our mission is to move every household into the money economy through commercial agriculture, manufacturing, services and ICT. Leaders must guide the people towards wealth creation, value addition and prosperity. We must build a middle class and a skilled working class. That is the benchmark by which leadership should be judged.

Ugandan law makes no exception for citizens to act as judge, jury, and executioner. Anyone who participates in mob action will be arrested and prosecuted under the Penal Code Act for assault, murder, and malicious damage. “Mob justice” is not justice. It is criminal violence. Dear Ugandans Rest, reflect, and remember: law and order is most effective when applied before order breaks down. Let it be stated plainly—mob justice is not justice. Extrajudicial killings, gangsterism, mob justice, and criminal violence have no place in a civilized society. The recent killing of an innocent rugby player is a tragic reminder of the growing threat posed by criminal gangs and lawless groups operating within our communities. These acts must be condemned without reservation and stopped immediately. Law enforcement agencies must act swiftly, professionally, and within the law to dismantle and permanently neutralize criminal organizations before they become more entrenched. At the same time, justice must be pursued through lawful means that respect human rights and due process. The rule of law, public order, and the safety of all citizens must prevail at all times. 🚦​MITYANA- MUBENDE UPDATE This morning, @MoWT_Uganda Minister @HonByamukama, alongside technical officers and Mityana local leaders, inspected the Mityana-Mubende road project. ​Commenced in April 2021, the project has faced severe delays, hitting only 35% physical progress against 55.8% financial progress, missing its April 2024 completion date. ​To rectify this, the Minister has issued strict directives to the contractor: ⚠️ Immediately start forward maintenance from Kalamba to Mubende. ⚠️ Complete asphalt laying to Kalamba within 3 weeks. ⚠️ Deploy a second team to work from Mubende toward Mityana. ⚠️ Minimize claims and focus strictly on actual work expenses. ​On cash flow challenges: while the Dispute Board reviews the overall matter, UGX 42B will be paid to keep works moving. However, only UGX 7B is for actual works—the rest remains under claim dispute.
